What was once an inter-agency operation was apparently turned largely over to the CIA under a still-classified directive signed by President Bush in September 2001.(12) The minority and majority leaders of both chambers of Congress were apparently notified of the CIAs new powers, but were not consulted on or even shown the directive.
[TurcoPundit] Foreign Press Review - April 07 2006: H16 President Bush specifically authorized Vice Presidential aide Scooter Libby to disclose information from a classified National Intelligence Estimate (NIE) to then-New York Times reporter Judith Miller in July 2003, effectively declassifying the information, according to a government filing (pdf) in the Libby prosecution yesterday.

[Lawofnations.blogspot.com] Opinio Juris: The EU, The French, and the New Europe: Romania has been embroiled in a dispute with the European Commission over the procedures for foreign adoptions for Romanian children. (See this BBC report and this Southeast European Times report.) Baroness Emma Nicholson, the EUs Rapporteur for Romania, wrote a scathing report on the process of foreign adoptions in Romania that caused the European Commission to demand a ban of such adoptions until reforms were made, if Romania hoped to gain eventual entrance to the EU.
